DESMI Ro-Clean Wins Two-Year Framework Contract With Norwegian Coastal Administration for supply of LSFO Skimmer Systems
November 2026
DESMI Ro-Clean has secured a two-year framework contract with the Norwegian Coastal Administration (Kystverket) for the supply of low-sulphur fuel oil (LSFO) skimmer systems. The agreement is estimated to have a value of up to NOK 30 million.
The agreement follows the company's participation in the EU-funded IMAROS 2 project, where its DESMI Octopus LSFO skimmer demonstrated promising recovery performance during trials conducted in Norway.
The contract represents an important step in DESMI Ro-Clean's efforts to provide advanced oil recovery technologies for increasingly challenging oil spills. By combining specialised skimming technology with established pumping solutions, the company aims to support the Norwegian Coastal Administration's preparedness for spills involving difficult-to-recover marine fuels.
Building on IMAROS 2 Trial Results
The contract follows DESMI's participation in the IMAROS 2 project, an international initiative led by Kystverket to improve oil spill response capabilities for low-sulphur fuel oils that started in 2024.
During mechanical recovery trials in Horten, Norway, the DESMI Octopus LSFO skimmer demonstrated promising performance and effectiveness across selected LSFO types. The trials investigated the challenges associated with recovering these fuels and evaluated the effectiveness of different mechanical recovery technologies under controlled conditions.
DESMI's results highlighted the potential of its unique brush-based recovery technology for oils that can be difficult to collect using conventional skimmers.

A Multipurpose Solution for Different Oil Types
The DESMI Octopus LSFO skimmer has been developed to address the challenges associated with difficult-to-recover marine fuels. Its brush-belt technology, combined with DESMI's DOP screw pump, is designed to handle oils with different viscosities and physical properties.
In addition to trials involving LSFO, the system has undergone further testing with conventional oils and under low-temperature and ice conditions. This broader testing supports its potential as a multipurpose recovery solution for oil spill responders operating across different environments.
By addressing both newer low-sulphur fuels and conventional oils, the system aims to provide responders with greater flexibility when preparing for spills involving different fuel types and operating conditions.
Significance of the Framework Contract
The two-year framework contract with Kystverket strengthens DESMI Ro-Clean's position in the specialised LSFO recovery segment and builds on the technical experience gained through the IMAROS 2 project.
The agreement connects promising trial results with a practical supply arrangement for a national oil spill response authority.
For DESMI Ro-Clean, the contract represents an opportunity to further establish its Octopus LSFO skimmer as a specialist solution for oil spill response organisations seeking to improve their preparedness for difficult fuel recovery scenarios.
By combining equipment development, technical expertise, and cooperation with public authorities, DESMI Ro-Clean continues to contribute to the advancement of marine pollution response technology.
